WHRO-TV launched on Sep 27, 1961 is a PBS station licensed to Hampton and Norfolk and broadcasting in the same markets. Owned by Hampton Roads Educational Telecommunications Association, the channel has its studios and transmitter located at Public Telecommunications Center for Hampton Roads next to Campus of Old Dominion University. The owner Hampton Roads Educational Telecommunications Association is a consortium of 20 Eastern Shore and 20 Hampton Roads schools in Middlesex, Southampton, James City, Sussex, Accomack, Portsmouth, Virginia Beach and other areas.

History
WHRO was launched on Sep 27, 1961 as the first educational tv in Virginia. Ch 15 was previously assigned to WVEC, an NBC affiliate at that time. Before it switched to Channel 13 as an ABC affiliate. WHRO was a member of NET and came under the ownership of Norfolk and Hampton School Systems. It relocated to its current studios I Norfolk in 1963; the studios were refurbished in 1990. Eight other schools joined the educational station in 1966 and formed HRETA with it in 1968. In 1970 it became a charter PBS affiliate. The instructional programming is well produced and distributed to other PBS member stations, private educational networks and health systems. The Great TV Auction is an annual marathon run to raise the funds to keep the channel on air. Great Computer Challenge is another notable program run by WHRO. The logo of the channel changed on Jan 1, 2011 when it celebrated its 50th anniversary.
